Once you have that, duplicate the skewed lights, and align them at the bottom. You will notice that they will not align properly, so go to Edit – Transform – Skew, and align it to the newly-skewed lights. To make things clear, take a look below:

I like it, I’m going to try and separate some random circles and assign them into 4-5 layers and animating them at different intervals, or make them light up in a scrolling diagonal pattern.
